If the outputs of the SN74LVC2G07 are tied high (say 3.3V through a 1k pull-up) when the Vin is low (0V), what sort of leakage will be seen into the outputs?

When Vin is low, the output will actively drive low. In that situation, leakage does not matter because the actual output current is much larger.

If you actually mean V_CC = 0V: this is specified as I_off.
