What will happen if the rising or falling edge of the input signal is lower than the value in the table below? Will it be output jitter? How to avoid it in practical applications?

If you have slower edges, use instead a device with built-in Schmitt-trigger inputs (see the HCS family), or add a Schmitt-trigger buffer in front of it.
