The circled spec in Section 6.6 would be the correct value. I would avoid using this device with heavy loads.

Buffer is only single direction, I need rise my GPIO voltage level when it config to output, but in some condition need config as an input. thanks!

I understand. What would be the supply voltages? The best option for this would be a device like the SN74LVC2T45, but it needs at least 3 V Vcc to drive 20 mA.
