if i have to connect a bidirectional signal with pull up to TXB0108.Should i connect pull up on both side of the translator? .Why ?

If you are using an open drain signal that requires a pull-up resistor I would recommend the TXS0108. This device is designed especially for open drain applications and has internal pull-up resistors.

It is not recommended you use the TXB device in applications that require pull-up resistors.

the signal is not open drain . but it needs pull up at some time

The apps note for the TXB devices describes the use of pull-up resistors while using the device.
