TM4C123GH6PM: EK-TM4C123gxl - UART0 breakout - how to use for target circuit

I wish to use UART0 on the EK-TM4C123gxl eval for the target circuitry. I have the eval wired to an existing PCB replacing the previous microcontroller. UART0 (PA0, PA1) has breakout pads but is also conencted to the TM4C123G JTAG controller.

I can't find any information on how to use this UART for the target or if I can. The breakout pads imply I may be able to use this. Can I? If so, do I need to cut traces to the debug 123g?
