No, the VBUS pin does not output 5V. The 5V must come from another source which VBUS can trigger on/off.

Thanks for the sharing the device information. No, in this case, you would use the following signals:

• USB0EPEN
• USB0PFLT

"The polarity and actions related to both USB0EPEN and USB0PFLT are fully configurable in the USB controller."

This would be the proper solution here based on the pinout of the Power Switch.
