- What is wrong with the project and how to fix it?

- What was improperly done at creating the project?

Your new project does not have a target configuration file associated with it. This file identifies what hardware connects to the JTAG. If you are using a Launchpad with the built-in Stellaris ICDI, the best way to start a new project is to import "project0" from the appropriate TivaWare directory. For example:

C:\ti\TivaWare_C_Series-2.2.0.295\examples\boards\ek-tm4c1294xl\project0

Then rename the project and start your modifications.
