MSP432P401R: What happens if pull down is added for TDI and TDO is open.

Good day.

Our customer are using MSP432P401RIPZ in their design. As per the datasheet of MSP432P401RIPZ, when PJ.4(TDI) and PJ.5 (TDO) are used as JTAG, TDO should be pulled down externally and TDI should remain open. Now, they want to know what happens if pull down is added for TDI and TDO is open.
