I don't think there is any MCU with a built-in ADC capable of 40MSps. The build-in ADC such as the ones on TM4C MCU has the spec of 10 or 12 bits of resolution and provide up to 1 or 2MSps. There may be other MCU with slightly higher sampling rate but no way close to 40MSps. To achieve that level of sampling rate, you will need dedicated ADC. In addition to what Charles says, realize that if the converter runs at 40 MS/s or faster, you need a very fast processor to manage the data while also doing other useful work.
If the goal is to transfer samples taken at 40 Ms/s to a host computer in "real time" (that is, not buffered and stored for later transfer), you need to use SuperSpeed USB 3.0, as High Speed isn't fast enough.

Sorry, no. There is no filter by sampling rate but only by resolutions for MCUs.
