TM4C129CNCPDT: Debugger Issues when testing connection

I am currently trying to debug my program. However, when testing my connection I am receiving the following message:

    For starters, our JTAG user's guide has a section on debugging the JTAG, Section 6.1: https://www.ti.com/lit/pdf/spma075

    Please refer to that and report back your findings as that information will be important to understand the root cause.

    Also if you can outline what pull ups and pull downs are used on the JTAG lines, that can also be helpful.
