I found an archived copy of that Processors Wiki page at https://web.archive.org/web/20210114141115/http://processors.wiki.ti.com/index.php/HALCoGen#Old_Version.27s . There are links to the installers for old HALCoGen versions.

By stripping off the https://web.archive.org part of the URL in the download links, found the download links are still active on the TI server. E.g. used https://software-dl.ti.com/hercules/hercules_public_sw/HALCoGen-04.05.01-installer.exe to download the v04.05.01 installer.
