Excuse me, does Ti provide a program burning tool for this chip? It is a tool used in the production line to burn firmware for the chip before SMT.

You can use the Uniflash to program the chip. It supports various debug probes. See below. You can download Uniflash from https://www.ti.com/tool/UNIFLASH.
