I don't think we've actually spec'd that... the key here would be that the ROM boot loader would be configured and in general its going to be looking some sort of communication to trigger a download so there is some current draw from that.
Maybe to take a step back, what is the intent of trying to understand that?

Hello John,
With the right setup its easy to measure but I don't have access to such a setup at this time. The evaluation board I have for TM4C129XNCZAD has a number of other components on it including an LCD display so it isn't well suited for this sort of current measurement. I will check with a colleague when he returns next week if he has any data like this or an evaluation to gather such but this is really the first time we've been asked for such a spec so it may not be something we can provide.

Hello John,
After discussing it further, our expectation is that the device will run based on the PIOSC while in the ROM Boot Loader so the run current for the Flash Loop with all peripherals on (there is an Ethernet boot loader which is configured and waits for magic packet) which can be looked up on Table 32-75 Current Consumption. At 25 C, we'd expect 24.4 mA current draw per that table:
