customer wants to connect external (RMII) ETH PHYs to TQFP124 package (BGA no option).
Q: With which QFP parts can this be realized or is only internal PHY option possible?

Compared MSP432E411Y SimpleLink Ethernet Microcontroller datasheet and MSP432E401Y SimpleLink
Ethernet Microcontroller datasheet
I think there is no MII and RMII external pins on TQFP124 package, Please consider E411Y with NFBGA package

The following block diagram is from MSP432E4 SimpleLink Microcontrollers Technical Reference Manual (Rev. A) for the reference.
I did some more investigation including TM4C129x:
According table in overview pdf of TM4C12x here..., you will find a column ETH-> RMII/MII, which leads e.g. to https://www.ti.com/product/TM4C1292NCPDT (TQFP124) .
A good practice is to validate ETH RMII/MII pin availability with SysConfig...
