TM4C129ENCZAD: USB port opening procedure

I referred to the following URL to open the USB port of TM4C129x.

Based on the referenced URL
xdsdfu.exe -e
When I typed the command xdsdfu.exe -b bootloader.bin, I got the message in the image below.

Is this the procedure for opening the USB port?
What is the status of this message being displayed?

    Hi, 

      First of all, I cannot see your image. 

      Depending on where you install CCS, you should be able to find the XDS110 User Manual at below location.

      If you are trying to program a virgin TM4C129 as a XDS110 emulator, you must have JTAG connection to this TM4C129. Since the TM4C129 device you have is a virgin device, you need to first download the bootloader and then the XDS110 firmware. See below description from the user manual.
