Is it okay to connect pins 33 and 34 to AWR1843 when writing a program to TM4C1294NCPDTT3 with JTAG?

Also, are there any pins that are inconvenient if pins other than the JTAG pin are connected to the difference in writing?

    Now that I can see we are talking about pins with multiple purposes, I am not quite sure. Those pins wouldn't be toggling at the time but if the part is being programmed then the AWR1843 wouldn't be able to successfully send data over those pins until the programming is finished and the peripheral is restarted.

    I don't really know how to answer the other half of your question. Maybe a question better to ask the AWR1843 team by making that the primary part number?
