Is it possible to use the tiarmclang (ARM-CGT-CLANG) tools for compilation/build and use GDB to debug?

From a compiler standpoint, this should be possible. Note that using GDB for debug on a Tiva device is not something we officially support. If you do go this path, we will not be able to provide much assistance.

Does TI provide an officially supported stand-alone debugging interface outside of Code Composer Studio?

There are other 3rd party tools besides CCS that you can use. I will bring this thread to the attention of the device experts, who can provide more suggestions.

Defining 'officially supported' may help. We have various third-party tools that can support TM4C devices such as IAR and Kiel, but if you are asking for Texas Instruments supported solution where we have detailed knowledge of the debugging interface to provide in-depth support then the only answer is Code Composer Studio.
