TMS570LS1227: N2HET DOUT bits flip on enabling N2HET by writing GCR

Odd issue where the DOUT values flip. Confirmed using a scope as well. Config sets CMS to 1, ignore software breakpoints, and the enable bit.

DOUT register at init	0001 1000 0000 0000 0000 0100 0001 0000 b
DOUT register after N2HET->GCR is written	0101 0000 0001 0101 0101 0100 0001 0000 b

The problem was that our custom NHET program was overwriting the bit so it was an error on our side.
