You are question is confusing,

You are saying SPI3 can't communicate on subject, but you are saying SPI5 can't communicate on problem description, please give a clarification on exactly which SPI instance is not working?

And you are saying SOMI line is getting only 0xFF but what about Master out (SIMO) line is commands and other data properly sending on SIMO or not?

Did you successfully able to work with any of SPI instance and LTC6813?
