I want to use the UART1 driver through the HSEC connector of the Control Card.

But I don't know how to change LIN MUX to HSEC UART. I want to know how to change LIN_MUX_SEL to High.

If you take a look at the TMDSCNCD263 Schematic, you can see the actual implementation of the LIN Mux, and the LIN_MUX_SEL controls the select line of the mux:

The LIN_MUX_SEL is generated by the I2C IO Expander:
