On page 52 of the TM4C123GH6PM Microcontroller DATA SHEET, is this sentence: "The TivaWare Peripheral Driver Library is a royalty-free software library for controlling on-chip peripherals with a boot-loader capability." What does the phrase "with boot-loader capability" mean? Is there a specific relationship between the library and the loader which this statement is referring to?

Hello Thomas,

What that means is that the TivaWare software library includes source code for a flash memory-based boot loader as part of the software library. The boot loader is coded to use elements of the TivaWare library. It's really just meant to be a generic statement though, effectively we are trying to say 'our software library comes with a boot loader as well'.
