AM2634-Q1: Can not open the .syscfg file within CCS

The AM263x MCU+ SDK 08.06.00.34 requires the SysCfg 1.14.0. You will need to download and install it from the following URL: 

https://dr-download.ti.com/software-development/ide-configuration-compiler-or-debugger/MD-nsUM6f7Vvb/1.14.0.2667/sysconfig-1.14.0_2667-setup.exe

I have download SysCfg 1.14.0 and 1.12.0, but the .syscfg file still can not be opened in CCS.

I am not using CCS cloud. I am using CCS installed on my PC.

I have uninstalled CCS 12.3, and then reinstalled CCS 12.1, it will automatically install SysCfg 1.14.0 under C:\ti\ccs1210\ccs\utils\sysconfig_1.14.0

Then I imported IPC example from SDK 8.6 into a new workspace, the issue is still.

I also tried to reinstall SysCfg 1.14.0 to c:\ti, the issue is still.

I tried to import other project, such as gpio and uart, then the .syscfg file can be opened.

Maybe there are something different in project settings for import between ipc examples and other examples in SDK.
