SYSCONFIG: SysConfig - unable to start design to target a board we designed

Hi team,

My customer and I are trying to get SysConfig working, but the tool doesn't appear to work for the CC2651P3RKP.

We have started with Project Zero for the CC2651P3 development kit. Then went to change the device/target for the custom board with the CC2651R3RKP.  However, the project won’t let me change the target, and tells me to start from another example.  So, we picked the Project Zero for the CC2651R3SIPA board.  However, that uses a different package, and again, won’t let me change the package.  So, I tried the stand-alone SysConfig tool (v1.16), and tried to target the CC2651R3RKP, but it gives me the following issue:

What are we doing wrong? Is there something we are missing to connect to the customer's board?
