In the R5F architecture the VEC_TABLE is always at 0x0 address in self TCM for all the cores. The 0th offset of VEC TABLE will be reset handler of the CPU. In MCU+ SDK it points to _c_int00 (source/kernel/nortos/dpl/r5/boot_armv7r_asm.S)

The size of application should be less than or equal to size of TCM+OCRAM {Area occupied by Bootloader can be reclaimed for bss or stack region by the application once the boot is completed}.

It depends on your linker. If the address in the RPRC is of OCRAM(L2), it will copy the data to the OCRAM(L2). If the loadable data is part of TCM memory, it will copy it to TCM memory.
