TMDSEMU200-U: need to determine if this debugger is faulty

Hi Team,

My customer's XDS200 cannot be connected to the target. This is the first time he use. 

The LED which indicate the power cannot be lighted. And cannot find this debugger in PC's Device Manager of this PC.

Is it faulty?
