I can't comment specifically on your application as I don't know how and what peripherals are you going to use for VOIP application. I would rather show you the features offered in Tiva TM4C129 MCU. If you think these peripherals, processor performance and memory size will meet your requirements for VOIP application then the Tiva TM4C129 MCU is a good fit.
