I would like to use a TM4C123GXL board as a serial programmer as described in chapter 5.
I am unable to installe the required drivers for the board.
Does TI have a driver package that is signed?
Our IT policy does not allow unsigned drivers.

Unfortunately, as stated in the app note the driver is not signed. You will need to accept the warning. I understand your IT does not allow unsigned driver. I will suggest you either consult with your IT to see if they will make exception or install the example on a non company-owned PC so you can at least run the example once.
7. You will get a prompt by the Windows OS because the drivers are not signed. Accept the warning message. Once the Windows OS updates the drivers, the device is re-enumerated as “TM4C Serial Bootloader” and the Green LED on the board is lit, which indicates that the device is now enumerated and connected to the PC Host, as shown in Figure 35.
I'm not sure if you are going to build your own Windows driver later on. Below is a link on the process.
