The TMS570LC4357 states you can power each rail in any order.

Does this have any impact at all/Is there any preference or recommended sequence?

    As mentioned in datasheet the supplies can be in any order and it won't impact the device behavior.

    The only thing is that, the nPORRST will get released only when VCCIO > VCCIOPORH and VCC > VCCPORH, if we met this condition then after some hold time(1ms) the nPORRST signal will get released. But here power supplies order can be anything that won't affect the behavior.
