What is this time out clocked off of or what is the time scale of 0x0 to 0xF?

It means 0 to 15 clock based on baud rate.

OK, that makes sense, I guess the text above does explain this but the labels next to the values are what threw me off, it should say something like 0 (disabled), 0x1 = 1 bit time, 0xF = 15 bit times (max) or something.
