I just used TMS570LC4357.
I do synchronous PWM control for a 9-phase system, which requires 18 PWM pins.
EPWM Module only has 14 PINs.Should I choose ECAP or HET to supplement the remaining PWM functions?Thanks

You can use either NHET or ECAP.
My suggestion would be to use ECAP because, if needed you can easily sync the eCAP and ePWM signals easily.
eCAP module have the syncIn input to synchronize its PWM generation with external sync signal.
