  - When you say it is locked, is it happening on a fresh device? When I say fresh device, I mean it has not been programmed by a 3rd party programming house and you have never attempted to program the device yet. The error shows up when you try to connect to the device through a debugger.

1. Failure percentage – 48.9%
2. The issue occur on fresh devices. No programming was done on these devices yet. This was the first time that we tried to program them. Please note the programming is done on board.
