    As also mentioned in a related E2E Thread HALCOGEN: TMS570LS3137HDK MacOs Set-up - Arm-based microcontrollers forum - Arm-based microcontrollers - TI E2E support forums,

    We regret to inform you that there's no support for TI HerculesTm HAL-Co-Gen IDE for MacOS be it on any of Apple's M-series SoC model or even some old Intel Processor based model.

    Its last released version v04.07.1 available on TI.com on the date of responding to this thread, supports Windows 10/11 and some prior versions of Windows including Win 7/8 and Win XP as claimed on the forum thread shared above. So, an option for you at this stage would be to generate the Hardware Peripheral initialization and driver source with a desired configuration from HALCoGen using a Windows machine and then use the generated source files to continue with its usage and integration into your application on your Mac OS device.
