MSPM0L1105: Flashing/Debug MSPM0L1105 with XDS110

I have a custom design based on the 28 pin MSPM0L1105. I have an XDS110 debug probe, and a debug port on the board to flash to the device:

I am using the TI14 breakout board to wire these connections to the XDS. based on the documentation I could find on the XDS, I have the following wired from the TI14 breakout to my board:

TI 14 Pin On Board Debug Port
Pin 1 (SWDIO/TMS) SWDIO
Pin 11 (TCK) SWCLK
Pin 12 (GND) GND
Pin 5 (VTREF) PWR (3V3 thru 100 ohm)

I have verified the 3V3 rail is operating as expected on the custom board. When I try and 'test the connection' in Code Composer, I get the following error:

An error occurred while hard opening the controller.

-----[An error has occurred and this utility has aborted]--------------------

This error is generated by TI's USCIF driver or utilities.

The value is '-267' (0xfffffef5).
The title is 'SC_ERR_XDS110_TARGET_SUPPLY'.

The explanation is:
The controller could not detect valid target supply. Check target
JTAG connection and/or connection setting specifying voltage level.

I have verified 3V3 is measured on the board side power port. Any recommendations on next steps are appreciated.
