If they do not use the LIN and DAC for example, can they leave the diagnostics feature unimplemented?

Yes, that is correct. If not using LIN, DAC, or some other IP, then it is expected to leave corresponding diagnostic features, from the Safety Manual, unimplemented.

Furthermore, in the FMEDA, in col K of "Function and Diag Tailoring" tab, should designate as "No" for any IP/component, or specific instances, for IP that are not used or not safety related.
