TM4C1294NCPDT: LM Flash Ethernet port(s) question -> what ports do I need to have unblocked for LM Flash use Ethernet?

The ports I have open are 67, 68, 69 and not 57, 58 and 59.

  Does your old PC work?

  Does your new PC have multiple NICs? If yes, please try disable all other NICs except the one that is on the same network as the MCU. There is a known bug in LM flash programmer that it may send the magic packet to the wrong NIC when multiple of them are present on the PC. I just wanted to rule out if your problem is related to this bug. 

MY PC does have 2 NICS so I disabled the one I am not using and tried again, and it did not fix the issue.

The old PC's work fine.

That means there is some subtle difference between the two PCs. 

Can you use Wireshark to capture the traffic between the board and the PC and compare between the old and the new PC?

do you know what ports are used?  Knowing the ports used would allow us to open them and see if we can modify the firewall settings etc and if we did some wireshark captures, we would know what ports to compare..

I suppose you are running the Ethernet bootloader. Is that correct?

LM flash programmer will send magic packet using UDP protocol through port 9. Refer to wikipedia on port 9 usage. https://en.wikipedia.org/wiki/Wake-on-LAN

Once the client receives the magic packet, it will send the BOOTP request via port 68 and receives the BOOTP reply from the server on port 67.

Thanks, I'll try to get port 9 open then later I can get a wireshark capture if it still fails.
