The datasheet provides VOL and IOL information as maximum. I would like to get a V-I curve of the GPIO output in the FAST GPIO Pad mode so I can see what the maximum VOL if the circuit is sinking around 1mA of current.

Sorry, a V-I curve is not available in the datasheet as I think this will depend on the load attached to the pin. We only specify the max Vol which is 0.4V. Most GPIO pins on TM4C129 are capable of sinking 12mA. For sinking 1mA current, I will expect the Vol to be much less than 0.4V. I will expect to be around 0.4 / 12 or less than 0.03V.
Will a SPICE or IBIS model provide further support? I agree, the output should be linear so that 0V @ 0A ... I'm hoping to find something more to support worse-case circuit analysis.
