I am currently using an AM243x EVM board. This board comes pre-flashed with the RBL Code (ROM Bootloader). I was wondering, If I just ordered AM2431 processor chips for a custom board, do the processors come with the RBL Code on them or is this something that needs to be loaded somehow?

ROM code is flashed already flashed and can not change. ROM loads a software bootloader (SBL or SPL) from the boot media you configure, this needs to be flashed to a non volatile memory (NOR/NAND flash, SD card, eMMC etc.) or transferred via a peripheral boot media (UART, USB, Ethernet).
So in short, nothing required for ROM, you will get that pre-flashed.
