please find here http://processors.wiki.ti.com/index.php/Production_Compiler_Releases a list of the latest TI compiler releases. For TMS570 you need to look under 'TI ARM Compiler'. As you can see 4.9.1 is currently the latest version. You can use also older releases (Cortex R4 support was added starting with 4.4.x).

In addition to the TI compilers, there are 3rd party suppliers that support the Hercules family of products.

This should give you an overview of tools. IAR and Keil have their own compilers that support the Hercules family.
