The question about CLDO on M3 and M4

On M3, External filter capacitor size for internal power is 1.0 - 3.0 μF. So the 7pin in M3 has a capacitor of 2.2uf? And other VDD25 has a capacitor of 0.1uf? But in M4, for example, LM4F232H5QC, besides the capacitor is between 2.5-4.0 uF, also needs ESR(10-100mo) and ESL(max 0.5nH) and inrush current. Need I have to satisfy all the conditions? And it only mentions pin 86 but not mentions pin 38. So I have to put a capacitor which satisfies conditions mentioned above near pin 86 and put a 0.1uf near pin 38? Thanks!
