Are the listed decoupling capacitors required for items which will not be implemented? I'm specifically thinking of ADC_VREFHI_Gx (the internal VREF will used) and VPP.

Apologies for the delayed response here while some of our experts are OOO for the holidays.
If VPP is unused, the decoupling capacitors are not required.
ADC_VREFHI_Gx pins still require the decoupling capacitors as they are used when the internal VREF circuitry is active.
Revision C of the AM263x and AM263Px Hardware Design Guidelines document will be available by the end of the year and include a chapter dedicated to decoupling capacitor requirements.
