I have already selected to generate a bin file, and the contents of the output file will appear offset because some bytes are not used, but they are not automatically filled with 0xFF, causing subsequent content to shift forward and fill in automatically, as shown in the screenshot I sent last time. I hope to set it so that after compilation, unused bytes are automatically filled with 0xFF.

Try modifying the linker script file (*.cmd) to force holes in memory sections to be filled with 0xFFFF

This is not what I wanted. I only want to fill the gaps in between with 0XFF, rather than filling the unused space at the end with 0xFF.
In the second screenshot, the unused positions at the end were all filled with 0xFFFF, while some places were filled with 0x0000.
While I wait to hear back from our compiler team, here is something you can try:
1. Disable Arm Hex Utility
2. Enable Arm Objcopy utility
3. select either 3rd or 4th option from the options list
4. type "ihex" in format output file type
