TMDS243EVM: Whether the sections in .syscfg is fixed according to SDK

Tool/software:

I found  the sections(''TI INDUSTRIAL COMMS TOOLKIT" "TI PORTING DRIVER LAYER(DPL)" ...) of the template generated by TI sysconfig are different using different SDKS (mcu_plus_sdk_am243x, ind_comms_sdk_am243x). Are the sections fixed and uneditable?  Are there any sequencial requirements for configurating these sections?
