If my customer wants to use core 0-1 for lockstep, is their understanding correct that they do not need to allocate OCSRAM for the core?

I am assuming your questions is if the customer needs to allocate separate OCSRAM for each core.

If so, their understanding is correct, you typically do not need to allocate separate OCSRAM for each core.
