The sentence was "This device contains level shifters to translate signals between voltage domains. If the supply voltage for one side of the level shifter is lost, then the level shifter will isolate the two voltage domains. This helps prevent the corruption of signals across domains in the case of power supply faults."

Can we say that the signal has a specific level? Is it always 0? Or is it floating? Can the signal be stuck at HIGH?

Please refer below inputs i received.

The implementation is internal to the SOC .

This is a Fault Avoidance Measure which means there is nothing for the customer to do. We designed this circuit robustly and are taking credit for that 

 The credit is already reflected in the FMEDA coverage to the extent that this mitigates the faults that can occur. 

 So no action needed by the customer
