Tool/software:
As the prior thread was locked I had to begin a new thread to mark it as resolved.
The problem is that our IT department had turned off and disabled the Core Isolation Memory Integrity setting in Windows 11 on all standard Win11 installations.
The solution: have IT reverse that change.
