while i trying to debug am getting this error.

CORTEX_M4_0: Failed to remove the debug state from the target before disconnecting. There may still be breakpoint op-codes embedded in program memory. It is recommended that you reset the emulator before you connect and reload your program before you continue debugging
how to solve this issue.

Which debug probe do you have?
How many boards have your tried? Do you have problem to all the boards or only one board?
Is this the first time you are connecting to your custom board?
If this is the first time you are connecting to a custom board then it is likely an issue on your JTAG interface circuit. First, verify the JTAG scan-chain. You can use CCS to test the JTAG scan-chain. What is your result? See below example where I use XDS200 debug probe.
