Have you select for suitable capacitor value?
The capacity should calculated by C1 = C2 = (CL - CS) * 2, where CL is the load capacity of the crystal, and CS includes MCU pin stray capacitor (2pF) and PCB capacitor (2-3pF). You could select proper capacitor in your design.
And from the software side, in sysconfig, when you configuring HFXT, you could use a littler larger HFXT startup time as below.
By the way, what do you see when you say it does not have stable frequency?
