Yes, that is correct.

You mean output pins right,

Usually, they have a state after immediate SPI initializations. For example, clock default bit will be decided by type of phase. and similarly, CS will be based on type of active, for example if it is active low then the default value will become the logic high and only whenever we are sending data then it will become low.
