For the MSPM0L1228, does the shutdown memory have a write endurance limit similar to flash memory (e.g, flash write/erase cycles of about 10k times)?

No, I meant shutdown memory, not scratchpad memory.

By the way, will shutdown memory content be retained when the VBAT domain is lost?

Hi,

SHUTDNSTORE is subject to the same memory specifications that flash memory is because it is within the flash memory.

The only event that will reset the SHUTDOWN memory is a POR -- > See the TRM for more information about what happens during different types of resets.
