Looks like both AM2632 and AM263P2 come in 324 pin BGA packages.
Are these devices pin compatible?
Customer would like to start with the external flash version with an option to use a device with internal flash later w/o changing the PCB.

According to the AM263Px datasheet, the ZCZ-C is "AM263x Compatible Package". I assume they mean pin compatible:

I assume you need the Resolver interface. In that case, perhaps it is better to forget AM263x and start with AM263Px (ZCZ-S) then migrate to AM263Px (ZCZ-F).

Yes. The AM263Px ZCZ-C package is pin compatible with AM263x (TBC by TI). Although you'll be restricted to QSPI (4S) flash. OSPI (8S) flash is not supported in the latter.
